Таиланд постепенно открывается для туристов, но детали организации поездок не всегда очевидны. В преддверии высокого сезона мы обратились к автору телеграм-канала «Реальный Пхукет» : он подробно рассказал, что понадобится россиянам для въезда в страну и перемещений по провинциям.

Основные термины
COE — Certificate of Entry — разрешение на прилёт до 1 ноября 2021 года.
ThaiPass — разрешение на прилёт с 1 ноября 2021 года.
AQ / Alternative Quarantine — с недавнего времени частично это SHA+ отели
ALQ — Alternative Local Quarantine — альтернативный локальный карантин (отели находятся вне Бангкока, например, на Пхукете или в Паттайе).
SHA — Safety & Health Administration — сертификат, подтверждающий, что отель работает в соответствии c нормами безопасности и принимает все необходимые меры против распространения COVID-19.
SHA+ / SHA PLUS — то же самое, что и SHA, но с дополнением, что 70% персонала полностью вакцинированы.
SHABA — SHA Plus Booking Authenticator — аутентификатор бронирования SHA+, система для создания бронирования с персональным QR-кодом. Турист получает QR-код от отеля и должен использовать его для получения ThaiPass.
RT-PCR Test — ПЦР-тест. Основной тест, который требуется для въезда в страну, заселения в отель и обратного вылета. Стоимость — от 2500 до 4500 бат.
Rapid Antigen Test — экспресс-тест на коронавирус, который подходит для внутреннего перемещения между провинциями. Стоимость — от 500 до 1000 бат.
Закрытый карантин — карантин в AQ / ASQ / ALQ отеле без права выхода из номера. В стоимость такого карантина включены три ПЦР-теста.
Открытый карантин / Карантин по «песочнице» / SHA-карантин — карантин в отелях SHA+ с возможность выхода из номера и прогулок по острову после получения первого отрицательного теста (есть ограничения для Самуи).
Phuket Sandbox — проект «Пхукетская песочница», по которому вакцинированные туристы из списка разрешённых стран могут въезжать без закрытого карантина и жить в SHA+ отелях.
Samui Plus — аналог «Пхукетской песочницы» на острове Самуи.

Что нужно для въезда
Для отдыха в Таиланде привитым российским туристам понадобятся:
- загранпаспорт, действительный не менее полугода с момента окончания поездки;
- сертификат о вакцинации (из отечественных вакцин одобрен только «Спутник V», «Спутник Лайт» и ревакцинация им не одобрены);
- бронирование в SHA+ отеле;
- авиабилеты туда-обратно или обратный билет в другую страну;
- страховка, включающая обязательное покрытие случаев заражения СOVID-19, на сумму не более 100 000$;
- ThaiPass ;
- установленные мобильные приложения;
- отрицательные ПЦР-тесты (один перед вылетом, два во время первой карантинной недели пребывания).
Непривитые туристы могут въехать в Таиланд с таким же набором документов (кроме сертификата о вакцинации), но карантин для них будет более продолжительным (проходить его нужно в ALQ отеле):
- 10 дней для прибывших во воздуху или воде (в течение этого времени выходить из номера нельзя);
- 14 дней для прибывших по земле.

Сертификат о вакцинации
Туристы должны предъявить сертификат о полной вакцинации не младше 14 дней и не старше 12 месяцев. В Таиланде признаны:
- «Спутник V» (Гам-Ковид-Вак);
- AstraZeneca ( Covishield) ;
- CoronaVac (Sinovac);
- Janssen (Johnson & Johnson);
- Moderna;
- COVILO (Vero Cell);
- COMIRNATY ( BioNTech/Pfizer ).
Сертификат на русском языке нужно перевести на английский и заверить у нотариуса (на сайте Госуслуг есть копия на английском). Дети до 18 лет, путешествующие с родителями, не обязаны иметь сертификат о вакцинации.

Бронирование отеля
Отель категории «SHA+» или «ALQ» необходимо забронировать не менее чем на семь ночей, при этом подтверждение должно быть выдано системой SHABA . Полученное SHABA ID турист сможет использовать для получения ThaiPass.

Страховка
У всех туристов должна быть оформлена страховка:
- с покрытием не менее 100 000$;
- включающая случай заболевания COVID-19;
- с указанием страны (Таиланда): название должно быть указано на английском.

ПЦР-тесты
Все туристы на момент вылета должны иметь при себе отрицательный ПЦР-тест на английском языке не старше 72 часов. Ещё два теста нужно будет сдать в Таиланде:
- ПЦР-тест в аэропорту прибытия (стоимость — 2000 бат);
- экспресс-тест на антигены во время проживания в отеле (бесплатно).
Дети до шести лет сдают только один тест по прибытии.
Тесты можно оплатить заранее через забронированный отель или на сайте . Туристы, которые уже оплатили второй ПЦР-тест, но прилетают в Таиланд после 1 ноября 2021 года, могут оформить запрос на возврат. До получения результатов первого ПЦР-теста туристы не смогут покидать номер отеля.

ThaiPass
С 1 ноября 2021 года Таиланд заменил систему COE на ThaiPass. Разрешение на въезд в страну необходимо оформить на специальном портале :
- указать персональные данные туриста и адрес электронной почты;
- загрузить сканы загранпаспорта и сертификата о вакцинации;
- указать информацию о страховке с покрытием не менее 50 000 $;
- указать информацию о бронировании отеля SHA+.
Рекомендуем использовать браузер Chrome на ноутбуке или десктопе. Если система выдаёт ошибку, попробуйте поставить пробел перед номером паспорта.
В течение недели после заполнения анкеты на указанную электронную почту будет отправлен QR-код.
Приложения
Для сканирования QR-кода и отслеживания местоположения туристы должны установить:
- MorChana (для iOS и Android );
- ThailandPlus (для iOS и Android ). По факту бесполезное, но иногда требуют показать.
Когда приложение ThailandPlus запросит у туристов ID, им нужно будет ввести номер ThaiPass.

Туристы из каких стран могут отправиться в Таиланд?
С 1 октября 2021 года Таиланд открыт для вакцинированных туристов из всех стран мира. Ранее опубликованные списки «безопасных» стран упразднены.
Какие авиакомпании летают на Пхукет?
По состоянию на 30 сентября 2021 года на Пхукет летают Qatar Airways, Emirates, Etihad Airways, Cathay Pacific, HK Express, El Al Israel Airlines, Singapore Airlines, Thai Airways.

Могут ли туристы улететь с пересадкой?
Да, туристы могут лететь транзитными рейсами — например, по маршруту Москва–Дубай–Пхукет. Транзит через Бангкок доступен только для участников программы Samui Plus и только на специально утвержденных рейсах PG5125/ PG5151 или PG5174, при этом должна быть оформлена единая бронь до Самуи включая багаж.
Могут ли туристы добраться до отеля самостоятельно?
Нет, нужно забронировать специальный SHA+ трансфер через отель. Предупредите туристов, что остановки в дороге запрещены.
Могут ли туристы забронировать отель SHA+, а жить в другом?
Нет, туристы должны ночевать в отеле SHA+ и ежедневно отмечаться с персоналом в системе SHABA.
Могут ли туристы жить по несколько дней в разных отелях?
За 7 дней туристы могут остановиться максимум в двух отелях.
Что такое SHABA и как это выглядит?
Это специальная выписка с QR-кодом, который выдают отели с сертификацией SHA+. С этим кодом туристы должны будут ежедневно отмечаться в отеле.

Что делать, если турист получит положительный ПЦР-тест?
Туриста изолируют в специальное учреждение для лечения. Если турист путешествует не один, на изоляцию могут попасть все члены группы или семьи, а страховая компания может отказать в покрытии расходов, если в страховку не включена обсервация.
Открыты ли рынки и ночные клубы?
Ночный клубы закрыты, но с 1 октября 2021 года открыты бары, в них разрешена продажа алкоголя. Основные туристические рынки закрыты, но открыты локальные.

Могут ли туристы посещать экскурсии и перемещаться между островами и провинциями?
По состоянию на 1 октября 2021 года туристам доступны индивидуальные экскурсии на острова провинции Пхукет. После недели карантина туристы также могут отправиться на острова Пхи Пхи и Бонда. Перед посещением других провинций в рамках экскурсионных маршрутов туристы обязаны сдать рапид-антиген тест на коронавирус.

Как оформить визу, если туристы хотят оставаться в Таиланде дольше месяца?
Нужно подать документы на туристическую визу сроком до 90 дней.
Можно ли отправить туристов в Таиланд по студенческой визе через языковую школу?
Нет, по языковой визе NON-ED (курсы английского или тайского) невозможно получить ThaiPass. Не путать с университетской NON-ED.
Thailand SHA Plus & SHA Extra Plus (SHA++) Hotels
Incoming travelers from abroad, who are vaccinated against COVID-19 and willing to entering Thailand without quarantine, are required to first stay at hotels holding a SHA++ (SHA Extra Plus) certificate. Here is the list of Thailand SHA Extra Plus hotels including certified SHA++ hotels in each province.
What is Thailand SHA, SHA+ & SHA++?
During the COVID-19 pandemic, the SHA or Amazing Thailand Safety & Health Administration is a project by Tourism Authority of Thailand (TAT) to control the Thai tourism industry for safety standards to match the new normal way and show tourists that hotels and other services are taking measures to prevent the spread of the COVID-19 virus.
While, the “SHA Plus (SHA+)” Certificate was just introduced when talking about reopening Thailand and means that the certified business not only meets the usual SHA certification criteria but also at least 70% of hotel or business staffs have been fully vaccinated against COVID-19.
After the latest update, it is now required to book a Test & Go package or Sandbox stay with SHA Extra Plus hotel. SHA Extra Plus (SHA++) hotels are those that not only meet the Amazing Thailand SHA Plus standard but also provide an accommodation service in partnership with certified hospitals for the RT-PCR test.
NOTE! The minimum cover of insurance policy has been lowered to 20,000 USD for arrivals from 1 March 2022. You can easily buy online Insurance for Thailand Pass.
How long to stay at Thailand SHA Extra Plus Hotel?
Under the quarantine free travel arrangement Test & Go that is available for fully vaccinated travelers arriving in Thailand by air, a stay at SHA Extra Plus Hotel for 1 night is required on the day of arrival. After getting a negative COVID-19 test result travelers are allowed to travel anywhere in the country.
Fully vaccinated travelers arriving via one of Sandbox programs from 1 April 2022 need to stay at SHA Extra Plus hotels for 5 nights .
Booking Thailand SHA Extra Plus Hotels
The most convenient way to book SHA Extra Plus hotels is by using a reliable online travel agent such as Agoda.com or Booking.com.
If you will be booking not an all inclusive package with airport transfer and mandatory tests, you will additionally need to arrange booking and prepayment of COVID-19 tests with the hotel . Prepaid hotel booking confirmation will be needed to register when applying for Thailand Pass for entering Thailand.

What is SHA?
Amazing Thailand Safety & Health Administration (SHA) project is a result of cooperation between the Ministry of tourism and Sports, the Tourism authority of Thailand (TAT), the Ministry of Public Health, as well as government and private sectors involved in the tourism industry. The project aims to encourage business in the tourism industry to prepare their workplaces to comply with the New Normal lifestyle, in order to improve the tourism industry standards and sanitation measures.
SHA is a certificate that represents tourism industry entrepreneurs' readiness in improving their products, services and sanitation measures which is the crucial factor in preventing the spread of COVID-19 by complying with the sanitation measures, which in turn can build trust and confidence in customers and service recipients of such products and services.
World travel & tourism Council has certified that entrepreneurs who have been awarded The Amazing Thailand Safety & Health Administration (SHA) also pass the Safe Travels Protocols.
From now on tourists can find over 15,000 service agents from 10 types of services that has received the SHA certificate at thailandsha.com. Those services include Restaurant, Accommodation, attraction, transportation, travel agency, health and beauty, Shopping center, sport for tourism, meeting/Theater/entertainment, Souvenir shop and other shops.
What standards are used to certify a business
Five key areas are covered in the evaluation process for the SHA certificate
- Applicants must strictly follow the Covid-19 control guidelines from the Ministry of Public Health.
- Tourist attractions and facilities must be safe and have strategies in place that ensure tourist safety. At the same time, local culture should be respected with interaction between local communities and tourists.
- Hygiene and sanitation in tourism establishments including hotels, homestays, souvenir shops and restaurants.
- Clean and safe links between communities and attractions and health and safety standards to cover transportation (including private cars, public buses, and airlines).
- Trained staff at tourist venues to ensure tourist safety and security.
Certificates will only be issued to those who meet the required standards of health and safety for the entire premises, operational staff, equipment, and toilets. Venues and businesses who meet the benchmark can use the SHA logo (valid for two years) as a mark of quality assurance.

This scheme allows fully vaccinated travelers and unvaccinated children 17 or younger to enter and explore Thailand after a PCR test upon arrival and one-night stay within 5 hours of the airport they arrived in. They must also stay in a SHA++ hotel anywhere in the country on their 5th night while waiting for results for a second PCR test to be performed either at the hotel or at a designated facility.
Blue Zone Sandbox
With the opening of Test & Go to all nations, Sandbox is seen now more as a ‘backup plan’ in case Test & Go is paused again. This scheme allows fully-vaccinated travelers from any country to enter and explore ‘Sandbox’ destinations quarantine free for a period of 7 days before being eligible to travel elsewhere in the country. They will still need to do a second PCR test on day 5, though it appears that hotel confinement will not be required. There are currently 8 Sandbox areas to choose from: Phuket, Koh Samui, Koh Phangan and Koh Tao (Surat Thani Province), Krabi and Phang Nga, Chonburi (Pattaya) and Trat (Koh Chang, Koh Kood).
Happy Quarantine
Formally call Alternative Quarantine, the scheme is for travelers who are either unvaccinated or not fully vaccinated and involves a 10-day hotel quarantine before being free to travel and explore.
Thailand Pass
The “Thailand Pass” system (https://tp.consular.go.th/) is a web-based system developed by the Ministry of Foreign Affairs in cooperation with the Digital Government Development Agency (DGA). The system allows Thai and foreign travelers to fill in their travel and health information and upload the related documents before travelling. The purpose of the system is to support the “Ease of Traveling” policy, which will be implemented after the reopening of the country.

Is it possible to switch between SHA PLUS approved hotels during the 7 days of the sandbox?
Before Omicron it was possible to stay in 2 different hotels after the 3rd day. but in recent weeks this option has been canceled and currently all seven days must be completed in just one hotel.
[Sandbox] What actually happens after landing?
Before you leave the airport, you will undergo an RT-PCR test first and from there on the special shuttle to the hotel. After check-in at the hotel, wait in the room until the results are received, which are sent to the subject’s email. In addition hotel representatives can check the results through their internal website.
Until you receive the answer you will be in the room in “isolation” and are considered HIGH RISK and therefore no service providers are allowed to enter the room. You will stay in the room for 6-10 hours (the speed of receiving the answer is conditional on the number of people who passed through the field that day), so it is recommended to order food through the room service that places the tray outside the door and not through the various apps.
Once you get a negative answer to the first test you are considered a LOW RISK and can actually leave the room and walk freely all over the city / island (depending on where you perform the “sandbox”).
On the 5th or 6th day you will have to do the second test that you have already ordered and paid for in advance. The hotel staff can help and change the date or location of the test but the request should be no later than two days before the original test date.
If the second test is also negative, you will receive a confirmation from the hotel on the end of the 7 nights of the “sandbox” and are free to travel all over Thailand without exception.
Should I take a test at the airport on landing and what happens if it comes out positive?
Yes, you need to take a RT-PCR test which you have purchased in advance. If the test results are positive (in all probability), the medical certificate indicating recovery must be presented. The results of the test and the medical certificate will be forwarded by the hotel to the local health authority, where the decision will be made as to whether the traveler is obliged to enter the isolation or whether he can continue the trip.
What happens if the first test returns positive?
Currently SHA PLUS hotels have also been approved to function as isolation hotels, as long as they meet government criteria and only for their original guests. In case the hotel guest is verified he can choose to carry out the isolation in the hotel where he is staying and in this case he is transferred to a room in another wing. The isolation will cost an additional amount to be paid to the hotel and then sue the insurance company.
- Isolation in a room that will include a doctor’s examination at the end of 10 days of isolation and official approval will cost 1000 baht in addition to the original payment.
- Isolation in a room that includes medical equipment, a doctor’s visit, heat tests, blood oxygen level and medical clearance at the end will cost 12,000 baht.
What if in a case of a couple or family that only one person gets a positive answer?
A verified guest will be placed in solitary confinement for 10 days and those who have been in close contact with him will have to be in solitary confinement for 14 days.
You can choose to do the insulation together and then the length of the insulation for everyone will be 14 days. If during the isolation someone else gets a positive answer during the follow-up tests, everyone will have to do an additional 14-day isolation.
Is it possible to ask for a re-test if the result was positive?
Yes, it is possible to do 2 more tests provided the two labs are different. If 2 tests out of 3 are negative, the data and documents will be sent to the Thai Ministry of Health, where they will make the decision whether to continue the isolation or cancel it.
If a positive answer is received you can request another test as long as you meet the following criteria:
- Asymptomatic
- CT level above or equivalent to 30 (Cycle Threshold)
- Re-test must be within 24 hours of the first test
Criteria for a second re-test:
- CT level below 30
- Test within 24 hours of the previous test
- Depending on the results of the tests, a decision will be made to isolate or continue the trip.
What does hotel isolation mean?
The people who are transferred to isolation rooms will be in a room with no possibility of leaving it, in addition the room will have all the necessary equipment for the next ten days and there will be no cleaning on behalf of the hotel. It is possible to order food from the hotel or from outside through the various apps, which will be left at the door. If there are children in the isolation, ask the hotels if they can provide games.
Can someone who has recovered from Covid-19 fly to Thailand?
Yes it is possible! The traveler must be vaccinated with at least one dose and present an official medical certificate in English, care must be taken that the certificate is formally signed.
Unvaccinated can enroll in the AQ program. Those arriving on this program will stay in isolation at the designated hotel (AQ) for 10 days
Should the test be done before the flight and what happens if it turns out positive?
Yes, the test should be done before the flight. The policy regarding the test results of the recovering persons is at the discretion of the airline.

Thailand SHA hotel ranking system explained
When booking a trip to Thailand, you’re bound to come across the phrase “SHA Plus” or “SHA Extra Plus accommodation”.
If you’re wondering what exactly these letters mean, then read on for a crash course.
The three-letter acronym refers to the Safety and Health Administration (SHA), the body that certifies these places based on a three-tiered ranking system. As for the “Plus” or “Extra Plus” suffixes, those are the grades the government agency has given the place.
Here’s a quick guide on the different tiers that Thailand’s hotel ranking system offers and what they mean.

SHA certified
Establishments that are SHA-recognised are those that meet the hygiene protocols set out by the Safety and Health Administration, as published in Tourism Thailand.

In addition to hotels, there are nine other enterprises eligible for a certification, according to their website:
- Restaurants
- Department stores
- Tourist Attractions
- Transportation
- Health & Beauty
- Sports for Tourism
- Entertainment
- Souvenir Shops
To receive accreditation from the administration, businesses need to meet a number of health standards. For reference, here’s a screenshot from the first page of requirements for hotels via the Safety and Health Administration’s website.

Just a few of the requirements that these hotels have to meet include:
- Take the temperature of staff members and guests at entry points
- If an individual’s temperature is higher than 37.5°C, they may not enter
You get the picture: to be certified by the Safety & Health Administration, a place needs to bring their ‘A’ game. However, following the above measures will only give businesses a base-level of recognition from the administration, as opposed to a “Plus” or “Extra Plus” accreditation level.

SHA Plus +
To receive a SHA Plus (SHA+) certification, the establishment must meet the aforementioned standards as well as have at least 70% of their staff fully vaccinated against Covid-19, as written by Pohchae.

Furthermore, SHA+ businesses are required to prevent unvaccinated employees from interacting closely with visitors, as mentioned in TimeOut Bangkok.

SHA Extra Plus+
The SHA Extra Plus (SHA++) rating is only given to accommodations that meet the SHA Plus standards and are partnered with approved hospitals to provide an RT-PCR test, according to Thaiest.
Participants in the Test & Go programme must book their one-night quarantine and tests at these hotels.
