Новые требования для всех пользователей SWIFT
Уважаемые пользователи SWIFT!
Обращаем ваше внимание, что c 2020 года вводятся новые требования ко всем пользователям SWIFT (FIN), получающим сообщения MT 103, прописанные в документе «Universal Confirmations for MT 103 Rulebook», необходимые для развития и правильного функционирования сервиса SWIFT gpi (global payment innovation).
Основные моменты:
Начиная с ноября 2020 года (с выпуском Standard Release 2020), все пользователи SWIFT (FIN) будут обязаны вносить информацию о статусе входящих сообщений MT 103 в упрощенную версию gpi Tracker – «Basic Tracker», которая будет доступна всем пользователям SWIFT, не являющимся подписчиками SWIFTgpi.
В обязательной информации о статусе сообщений MT 103 должны быть указаны:
- подтверждение суммы, валюты и даты/времени зачисления на счет получателя (ACCC);
- отклонение платежа (RJCT).
Все пользователи будут обязаны предоставлять информацию о статусе платежа в течение двух рабочих дней с момента его получения. Несмотря на это, SWIFT рекомендует предоставлять информацию в Tracker в день получения платежа.

Our free Basic Tracker enables you to track all your payments from end-to-end in real time. It also allows you to manually confirm payments and meet the requirements around universal confirmations.
The Basic Tracker is easy to access via an online interface, providing user-friendly tracking and confirmation features, as well as letting you benchmark your own performance against the rulebook. All Swift-connected financial institutions have been pre-provisioned to access the Basic Tracker, just log in to your MySwift profile below to get started.

Basic Tracker – это бесплатный инструмент от SWIFT для поддержки не-gpi банков с ограниченным количеством трансграничных платежей. Графический интерфейс Basic Tracker позволяет всем, даже банкам, не подключенным к сервису SWIFT gpi, посмотреть последний предоставленный банком-получателем статус обработки входного платежного сообщения в Tracker. Это стало возможным благодаря тому, что:
SWIFT gpi: дополнительные услуги
SWIFT gpi – глобальная инициатива SWIFT, введена в январе 2017 для осуществления платежей в режиме реального времени. Эта услуга кардинально улучшила опыт трансграничных платежей, значительно повысив их скорость, прозрачность и отслеживание. Портфель услуг gpi состоит из 1) базового сервиса, обязательного для всех финансовых учреждений SWIFT; 2) набора стандартных услуг, обязательных для всех участников gpi; и 3) серии дополнительных услуг (опционально для gpi-подписчиков).
В течение 2019 — 2020 г.г. SWIFT разрабатывает и внедряет ряд дополнительных услуг gpi для удобства, увеличения прозрачности и скорости трансграничных платежей до уровня внутренних.
Payment Controls
В 2016 году SWIFT ввел специализированную программу безопасности пользователей (Customer Security Programme, CSP) с целью усиления безопасности инфраструктуры, связанной с SWIFT и совершенствования процессов управления киберугрозами.
CSP основывается на трех действиях: 1) клиенты должны позаботиться о безопасности и защите своей локальной среды; 2) предотвратить и выявить возможное мошенничество в коммерческих отношениях с контрагентами; 3) обмениваться информацией и быть готовым к будущим киберугрозам в сотрудничестве с другими.

Классическая система и ли SWIFT gpi – в чем разница ?
До появления технологии SWIFT gpi каждый банк, участвующий в трансграничных платежах, мог обладать информацией, которая доступна только ему в момент нахождения платежа на его стороне, не зная общей картины цепочки и деталей обработки.
SWIFT gpi коренным образом меняет ситуацию и позволяет банкам-участникам SWIFT gpi получить информацию обо всей цепочке, обеспечивая отслеживания платежей в режиме реального времени. Это значит, что при отправке банк заранее знает, как его платёж будет отработан банками-партнерами по gpi . 42 Universal Confirmations timeline NOV 2020 JUN 2021 Community visibility DEC 2019 Grace period All SWIFT members have access to tracking features — their confirmation rate has no impact on their access to them. SEP 2020 Improvement period If a SWIFT member** confirms less than 80% of the total number of received MT103s, it enters the improvement period — lasting 12 weeks. The improvement period starts before SR2020 : 5th September SR 2020 Measurement is computed weekly for messages contained in transactions initiated in a `given week and exposed in the Basic Tracker after 10 days.
